The apparent problem is that pressing "Download Area" or "Download" leads
to http://download.savannah.gnu.org/releases/cvs/ which is "dead".

I think someone should talk to the sysadm guys and have them update 
http://download.savannah.gnu.org/releases/cvs/
regularly.
