CVS History is not fault tolerant - if two processes attempt to write to
it simultaneously then one loses (and the history is lost). You can
never 100% rely on CVS History. CVSNT 2.5 (on unix/linux/win/mac) has
the 'audit' database which should be used instead, or otherwise use cvs
rlog/cvs log.

This is so so so so very very old, please upgrade to the latest CVS 1.11
or CVSNT 2.5.
