If you use :extssh: or :ext: methods, then follow the instructions for
adding ew users to the operating system.
If you use :pserver:, be advised that I believe this is a bad idea and
I personally refuse to run a :pserver: cvs server myself.

NB: I personally do not believe that CVS has had an extensive enough
security audit to justify such a weak protocol. (Although, I can
understand the attraction of using :pserver: for anonymous read access
to a mirror of a CVS repository.)
