I guess epiphany is based on mozilla. In that case you can even try out
the remote commands (mozilla -remote ...) to start the url in a new-tab.
See http://www.emacswiki.org/cgi-bin/wiki/BrowseUrl and update the wiki if
it works for epiphany.
