This should be a space followed by a single TAB character: you can use
\t instead:
(setq gnus-ignored-newsgroups
"^to\\.\\|^[0-9. \t]+\\( \\|$\\)\\|^[\"]]\"[#'()]")
If you want to include folder names with spaces in them, keep out the
space.
