'command not found'?  Something is missing!

Did you follow the instructions found at,

http://olivier.sessink.nl/jailkit/howtos_ssh_only.html

and properly create the shell ( /bin/bash or jk_chrootsh )
and user/group inside the <jail>?

The contents of your log files in /var/log/{auth,messages},
etc, etc, will give you a better idea of what isn't there.
