I think this is a feature request not a bug.
It sounds like something that a library should be able to set for itself - how
many times (in a row?) a member can reserve an item. So it sounds like a new
preference to me, as some libraries have no problem with people having a book
out on permenant loan - corporate libraries for example, where as others
presumably do.
