When koha is installed in /usr/local/koha. In /etc/koha.conf there is
includes=/usr/local/koha/opac/htdocs/includes
but /usr/local/koha/intranet/cgi-bin/maint/catmaintain.pl gives an error :

could not find : /usr/local/koha/opac/htdocs/includes/cat-top.inc at
/usr/local/koha/intranet/modules/C4/Output.pm line 368
