That still wasn't quite quite.  The branches need to have the 'IS' categorycode
set in the branchrelations table.  Also, I've found that the 'CU' categorycode
needs to be set to receive branch transfers.  How are these categories getting
set?  I see some reference to it in the branches.pl parameter setting script,
but it doesn't appear to be functional.
