you can use perl-RPM-Specfile or cpan2rpm instead. Both are available at
the follwing URL, respectively:
- http://atrpms.physik.fu-berlin.de/dist/rh9/perl-RPM-Specfile/
- http://perl.arix.com/cpan2rpm/
