[Koha-win32] windows command scripts

while looking through the koha newbie guide, in the section on Links Koha
- MARC DB, there are instructions to run a misc/rebuildnonmarc.pl script
in linux, after some of the field have been changed.  how does one do that
when running koha on windows?
