Check in the intranet administration  the option opac user change password. In koha 226 you can enable/disable if users must login or not to use opac, and if they can or cannot chabge their password.

In Koha v.2.2.6 (windows), looks like the user name and password was set up in intranet.  I remember that in earlier versions, user is allowed to change their password in OPAC.  But I don't seem to see that feature available in v.2.2.6
