Hi Jonathan,
It sounds like the HTML-Template perl module is not installed. Did you get any errors during the install of the required perl modules? If that module isn't installed, I wonder if you are missing others as well.

 I suggest you run the install package again to be sure all the perl modules are installed properly. If you want, you can choose to do a custom installation and uncheck all the options except for "Perl Modules required for Koha". Watch while the modules install to be sure there are no errors.

If you still have problems, let me know what version of perl you are using.
