You can find the L4 Reference Manual on:

In the Hurd CVS repository you can find the hurd-l4 module.  You
should also read the information that can be found here.  See the doc/
directory.

It would be really nice if you would read the design of hurd-l4 and
comment on it.  Or if you are really familiar with it it would nice if
you would come forwards with extensions.
