If we decide that we want a constructor, I would implement it basically
the same way that we did it in EROS and KeyKOS. It works, so I would
look to change it minimally.
Marcus has suggested some options (example: the voluntary inspection
bit) that seem like a good idea, and these would probably be added.
There are also some cleanup and consolidation changes that I would make,
but nothing very exciting.
