I disagree.

New kinds of misbehaviour simply mean we need to adjust the public
set of rules for blocking public access.

The first offender generally gets off with a warning, and if they
offend again you block their access.

This is the only fair and equitable way to treat offenders when the
rules for offending are not clear.

Keep in mind I'm only talking about public access. Access that we
work hard to make sure that everyone in the public can use to 
interact with the community.

I am also of the opinion that you really need to show gross negligence
or abusive behaviour to be banned from public services e.g. harassment,
discrimination, hate speech etc.

I think that simply being "incompetent" means developers will delete
your emails, nobody will review your patches, and you'll never get
commit privileges. Eventually you will just go away, or someone will
coach you and you'll get better.
