You are right. But please read the chapters about cd and dvd burning. While cd
burning works without cam (if you like command line tools), dvd doesn't (if
you have an atapi drive). So it is not unlikely, that cam is installed.

"man 4 cd" shows 2 ioctls for ejecting and closing. There are even more
ioctls, but not all of them work (like CDIOCCAPABILITY). Cam is imho the
better choice.
