I recall correctly, in that piece he (correctly) identifies the
problems with figuring out who's going to get the money. In many free
software programs, there's tens (sometimes hundreds) of contributors
who only work sporadically. In others still, there's fifty "drive-by
commits" in the last month, but effectively only one person working
full-time. So figuring out this is not trivial, and will probably have
to be figured out on a case-by-case basis, and effectively rely on
"community policing" The Right Thing.
