Okay, but the ChangeLog should show the date the patch was committed to CVS, 
and the patch Author in the tag line (not the committer).  Try to show the 
function/macro that is affected in the description block like this:

2003-11-06  Owen Taylor  <address@hidden>

        * m4/libtool.m4 (AC_LIBTOOL_SYS_GLOBAL_SYMBOL_PIPE): Recognise the
        'R' symbol type so read-only symbols can be exported when combining
        GCC and Solaris LD.

Please add a NEWS entry for this change too.
