It appears that the config.status failure under mingw is related to
the strange printing of ChangeLog content when configure starts
executing. Here is the script debug output where it fails:
++ lt_export_symbols_cmds_RC=""
+ ac_aux_dir=config
+ test -n ''
+ PACKAGE=libtool
+ VERSION=1.9c
+ TIMESTAMP=2004-09-01 Ralf Wildenhues <address@hidden>
* libltdl/loaders/preopen.c: Initialise memory in get_vtable.
* tests/sh.test: Look in the source tree for ltmain.sh.

Dont
+ use C99 flexible array types as we want to be C89
config.status: use: command not found
+ compatible. Instead, revert to the old way of doing things with
config.status: compatible.: command not found
+ an array of symbol name vs. address, and adding the originator as
config.status: an: command not found
+ the first symbol but with a NULL address:
config.status: the: command not found
config.status: line 742: syntax error near unexpected token `(f'
config.status: line 742: ` * config/ltmain.in
(func_extract_dlsyms): Store originator as a'
