help2man missing

While building libtool HEAD today, I encountered this problem:

PATH=.:$PATH; export PATH; /bin/bash /home/bfriesen/src/gnu/libtool-head/libltdl /config/missing --run help2man --output=/home/bfriesen/src/gnu/libtool-head/doc/ libtool.1 --help-option=--help-all libtool /home/bfriesen/src/gnu/libtool-head/libltdl/config/missing: line 54: help2man: c ommand not found WARNING: `help2man' is missing on your system. You should only need it if
         you modified a dependency of a manual page.  You may need the
         `Help2man' package in order for those modifications to take
         effect.  You can get `Help2man' from any GNU archive site.

So then I tried installing help2man 1.36.4 and its configure script fails with:

checking for pre-loadable libintl... no
configure: error: libpreloadable_libintl.so required (gettext 0.12+)

I have no interest in installing GNU gettext on this system (Solaris) since I have been down that irrevertable rats-nest before.

Am I now out of luck with building development libtool?
