http://code.google.com/p/lilypond/issues/detail?id=2777The meaning of "bump VERSION" (Comment 3) is ambiguous; if it means "bump PATCH_LEVEL and nothing else" in VERSION, it is correct; however, VERSION_STABLE should be updated earlier IMO, as in Comment 3.
