I still think it would be useful to implement 'minimum-X/Y-extent', when
defined, by putting a box of that size into the skyline. The overall
skyline would be the union of the stencil outline and that core box.
Then people who learned to use that property, can still get the effect.
I think it would make more sense to heed those options when creating the
skyline buildings: every building would be enlarged to meeting the given Y
extent, and the border buildings would be made to meed the X-extent.
