but the use of \textLengthOn makes the outside-staff placement a non-issue,  
and thus completely the same regardless of outside-staff-placement-directive

You might think this broke with the patch for issue 3032, but I don't think  
the regress-test was intended to test that it works with \textLengthOn (nor  
mensural ligatures or packed-spacing, etc.)
