I'd expect that \draw-line is scaled like other parts of a markup with
customized Staffsizes.
Though, it isn't:
Example1:

With the trickery of using grob's font-size to scale \draw-line it works.

Hope it's clearer now.
I'd work on it myself, though I've no clue what to do to change/improve the
markup-command \draw-line.
