The staves that would be removed, in any hypothetical line-break, are ignored for purposes of checking how a set of line-breaks fills pages, but any horizontal rods-and-springs constraints due to material on those staves does remain in place.
The system collects everything in all staves into PaperColumns, and figures rods-and-springs between PaperColumns, assuming that these usually stay the same regardless of line-breaking. The exceptions (like accidentals after a tie that might cross a line break) are handled specially.
The outline in the comment above seems promising (assuming you meant "removed whenever the divisi staves don't^H^H^H^H survive"),
