When two outside-staff-objects meet, the padding between them should be the  
larger of the objects' requested outside-staff-padding, rather than their  
sum.  Commit c8f1bfd1fe21b9200ca368d90ef938456d6c0747

We can verify with 'input/regression/event-listener-output.ly'.
The new behavior puts just one pad between the "mp" marks, and one  
full-size (formerly half-size) horizontal-padding between "tip" and the  
up-bow mark.
