I cannot reproduce the issue in version 2.19.59
Whatever I use, the eps file is always deleted. I tried these commands:

lilypond -dpreview test.ly
lilypond -fpng -dpreview test.ly
lilypond -fpdf -dpreview test.ly

Recent versions of LilyPond have deleted the intermediate *.ps files after creating a PDF or PNG output file.  However, using the -dpreview option leaves a *.preview.eps file in the output directory, which it shouldn't.
