I haven’t had to do that for this app bundle. I wonder if this is a
difference between Mojave and Catalina, or between your security settings
and mine. In any case, this is tangential to the actual problem you’re
having.

Dammit, I did already fix this error! I wonder if I left the modified
gs.reloc file out of the bundle by mistake, or if something else is going
on.
Would you post the contents of
LilyPond.app/Contents/Resources/etc/relocate/gs.reloc ?
