Do you have write permission to /usr/bin ? In other words, do you use:
sudo make install
or:
su -c "make install"
? Regarding the meinproc4 issue, if CMake somehow does not find it, try:
cmake . -DCMAKE_INSTALL_PREFIX=/usr/local
-DKDE4_MEINPROC_EXECUTABLE=/usr/bin/meinproc4
(where /usr/bin/meinproc4 should be the full path to meinproc4)
