In order to have two indications on the same string (the end of the barre plus another fret) you will need to use either the fret-diagram or the fret-diagram-verbose format. fret-diagram-terse only handles one indication per string.

This works fine.
\fret-diagram-verbose #'( (mute 6) (open 5) (open 4) (barre 3 1 5) (place fret 1 7 3)
This doesn't work: no 7th fret shown on first string.
