We do crosscompilation with GUB <http://www.lilypond.org/gub> for our
releases. While in theory all the necessary components would be
available separately for Windows, maintaining a useful native
compilation setup is prohibitively troublesome due to a number of
external dependencies and tools. Git does maintain a Windows port. It
has problems of its own, usually trails behind the main releases
considerably and its maintainer is not delighted with the trouble it
causes.
So compiling _on_ Windows is likely possible but there is a reason
nobody does it.
