I think it's the command line prompt symbol. In other words, he entered that directory and launched the command in that directory as it was in the PATH instead of calling that file. I don't know Windows, but in Linux you would have used ./convert-ly in that directory.

Anyway, the best suggestion is adding the binary path to the system PATH.
