Remove unwanted comments
The IRR functions already do find i (not v) to N decimals.
Function fv() has a complement pv() in the unit-test TU; they form an
{in advance, in arrears} pair. If pv() is ever wanted for general use,
it can be moved into 'financial.hpp'.
