I've just committed some code that allows for rules/rulesets to be counted
as to the number of times they are used to check a message and the number
of times they actually match a message.
this is controlled by the +enable-rule-count+ constant and the
*count-rules* variable. If +enable-rule-count+ is NIL, then rule counting
cannot be done. If *count-rules* is NIL, then rule counting is not done.
If both are T, then rule counting is done. The --count-rules command line
option sets *count-rules* to T (+enable-rule-count+ is a build-time
option so as to remove (have the compiler optimize out) the small overhead
added by rule counting).
