[Logs-devel] INSTALL document needs updating

Hi Jim

The INSTALL file that's packaged with LoGS needs to be updated to
point to more up-to-date references.

CL-PPCRE: https://github.com/edicl/cl-ppcre/tree/v2.0.11

CL-INTERPOL: https://github.com/edicl/cl-interpol/tree/v0.2.6

(I just picked the latest tag of both versions, I don't yet know if they work.)

http://cybertiggyr.com/gene/pdl/time.lisp I couldn't find the
alternative in 2 minutes of googling, we should update this.

We do have time.lisp in the home directory, so that would work.
