With the @Reference symbol there is the @URL field:

    @Reference
       @Author { Kingston, Jeffrey H. }
       @URL { http://www.it.usyd.edu.au/~jeff }

I'm not quite sure what you are looking for, because you give no
example, but this is all the Lout has in the way of support for
Web addresses.
