If we integrate the semaphore to use in one of the messages, we can make tcpip.c and api_msg.c independent of the type of semaphore (per-conn vs. per-thread) and can use one or the other depending on a configuration switch. That way systems not having per-thread storage can use the old mechanism to be faster while lacking "multithread send/recv operations on same socket on TCP netconns".
