Follow-up Comment #1, patch #9381 (project lwip):

Perhaps to prevent sending them when connecting 2 lwIP instances that only
send timestamps but do nothing with them?
On the other hand, I don't know why there should be a difference depending on
the initiating side...
However, I'd feel better to not just change this but to support this behaviour
by reading/citing the corresponding RFC!
