I'm curious about the case where this improves performance?  Is it for cases
where there are enough dropped segments that fast retransmission is no longer
signaling and you have to wait for the RTO timer?

Does the patch allow LwIP to SACK the remote TCP or is this for allowing our
transmissions to be SACK'd by the remote TCP?
