Follow-up Comment #52:

I attempted to move tcp_split_unsent_seg() to tcp.c, but ran into the
complication that tcp_create_segment() is being used, which is local to
tcp_out.c

I have committed the patch as is in f582c8833969ac7f4ab0c8329ac277bf3ac3a3e3

Closing issue for now, since this change should resolve the remaining report
persist timer/zero window issues :)
