[lwip-devel] makefsdata.c assumes UNICODE

This command
htmlgen.exe -f:fstmp.c -nossi ./win-web/

generates this junk:

Because the use of 'wcstombs_s()'. I.e. it ass-u-me UNICODE is in effect.
Why?
