Details:
When you have an SSI file that only includes the tag itself, the SSI data will
not be sent.
For example, if you have a file "my_ssi.ssi" and the contents of it are
(inside the quotes): "<!--#my_binary_data-->"
It will not work, but if you add anything after the tag, like
"<!--#my_binary_data--> ", it will work.
This is unexpected, and the workaround (adding another character into the
file) might not be possible if it will corrupt the data you intend to send
out.
