Not quite... foo/bar/bletch.dat is a case not covered by my example
algorithm, since file: URLs must start with "/", "/~", or "/~user", and so
are absolute to start with. The "/~" and "/~user" forms are just shortcuts
for actual (filesystem) absolute paths.
