I seem to remember this conversation coming up before several years ago
(probably around 1996 or earlier).
I thought the answer at the time was "all new lynx.cfg items should be
placed at the bottom of the file so that admins, when they upgrade, can
easily see what new items may need to be tweaked".
I want to say it was Fote who made that comment, but I can't be sure.
That does, of course, have the effect of making it more difficult for a new
user to install and configure lynx, but at least at that time, few new
people were installing lynx; the home unix craze wasn't quite up to the
level it is now. And even people installing lynx for the first time were
at least experienced admins who didn't have much problem (either
understanding the file, or with it's mixed up commands).
I haven't been paying too much attention to how items are added now, but it
seems to me that when FORCE_SSL_COOKIES_SECURE was added, it was not added
to the end of the file. So it appears that that rule of thumb is no longer
being followed.
