Tell them to use a page description language (or wait for someone to
implement CSS in Lynx) as HTML is not intended to be used in applications
which require such tight control of layout by the author. (If they still
insist on using the wrong tool, and P PRE produces two blank lines, tell
them to use a style sheet to inhibit this behaviour on the GUI browsers.)
(At a guess, if Lynx is not leaving a blank line before PRE it is
because it doesn't want to waste one of the precious twenty or so
lines of screen real estate that it has to play with, but this is
not a problem as HTML puts no requirement on browsers to use any
particular formatting.)
