No, because you can have <img> inside a <div> but not inside a <pre>.
This is my situation:
<pre>
Some formatted text
with a smiley <img src="smiley.png"> in the middle.
</pre>
That is not valid HTML. I changed it to
<div style="white-space: pre; font-family: monospace">
Some formatted text
with a smiley <img src="smiley.png"> in the middle.
</div>
That validates against the HTML4 DTD, but Lynx doesn't render it correctly.
