The manpage speaks about the rsync protocol. If you know anoncvs, I've
extended it to allow anonymous rsync over ssh too, so there's no need
to run rsyncd: http://cvs.mirbsd.de/src/libexec/anoncvssh/

Other possibility is to run an rsyncd which only allow anonymous,
read-only access.
