At best this is highly risky use of partial URLs. At worst it result in
the the "file" part of the base name being stripped. I'd need to read
the URI specifications very carefully here. I don't think the author did.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
