I grew up on the DOS platform, so I know of it, and I have studied NT
quite some. But I think ~/.etc is mostly a Unix thing, as behaviour of
common applications on DOS or Win32 platforms differs greatly. Don’t
know about VMS though, but if a “ls -a” in your home directory no lon-
ger fits on one screen page, things are nasty, and thusly we decided
to move most dotfiles.
